trained ami qualified police officers was expressed Tuesday night following the reading of the letter of resignation of Terrence Lokcr A member of the force since January 15 1975 when he was hired to fill the vacancy created with the retirement of Elmer Beesic Terry has accepted the position of patrolman at Oshkosh His resignation is effective on completion of his workshilt at 10 pm Thursday' Council President and Chairman of the ire and Police Committee Alphonse Krueger termed disturbing" the loss of four qualified officers in the last two years According to Second Ward Alderman Robert Sharkey this is going to be away of life "They are going to go off where there is a little more challenge a little more action and opportunity promotion" he said milling "It is a credit to our Police Department that one of our applicants got the job" I After unanimously accepting resignation the Council authorized the ire and Police Committee' to seek a replacement Despite the fact that Krueger suggested choosing a replacement from four "very eligible" applicants from among the 32 who filed for another opening in December 1975 'Sharkey in sisted that the opening be advertised "We Should let people know that a permanent Opening is available" he said I By a vote of 4 1 the Council turned thumbs down on the request of Police Officer Richard Allen Hall to work part dime for the Neosho Police Department Hired December 1 1975 and working the0 pm to 6 am shift Hall indicated in his letter that the part time job would in fio way interfere with his duties at Horicon 1 Krueger expressed opposition to his working outside yf the city "Wc are providing a lull lime job here for him We have no idea of how many hours he is going to put in" In casting the dissenting vote Sharkey questioned how the Council could pre judge that part time employment is anything but part time employment "To ask him to come to us (lor permission) may be discriminatorv in Sharkev added ollowing lengthy questioning by Sharkey on what he termed "discriminatory terminology" the Council introduced and laid over for 30 days a fivc page ordinance covering Emergency Medical Serv ice It was agreed that sections of the or dinance covering the ability of members of the emergency medical team to speak read and write the English language and that portion dealing with intoxication and drugs be deleted from the ordinance and incorporated into the by laws City Clerk Verner Thoresen was asked to cheek into vehicle and liability coverage nql only lor the ambulance crew but city firemen as well When Krueger (minted out that the ambulance crew is a fine organization Sharkev was quick to respond "We are not questioning the operation or efficiency or contribution We are questioning what is going to become law" Ambulance Coordinator Glenn Williams was given the nod of approval to prepare specifications for a new am bulance possibly for 1977 He indicated that the cost of a new unit would be "around S3()(XXl" The present unit he explained has 22000 miles The request of Bodford "Bud" Curry Chairman of the Retail Division of the Horicon Chamber of Commerce that parking meters be covered for the month of July as Bicentennial gesture" was referred to the Rules and Ordinance Committee Recommendation of that Committee is expected to come at the June 22 Council session In making the request on behalf of the Retailers Curry said the move would be three fold it would provide two hours of free parking in the downtown area' improve the attitude of peojvlc shopping in Horicon and assist businessmen who are faced with com petition from outly ing communities Pointing out that both Waupun and Juneau have removed meters Curry called lor "adequate enforcement" of the two hour limit He suggested that either meters on Main Street and side streets be covered and parking lots left metered or that only side streets be covered find meters on Main Street remain uncovered Citing the fact that from January to the end of May there were 763 meter violations Gordon iMuenchovv said this indicates a need for enforcement "I am not going to play Las Vegas for a stupid buck They took the meter heads off at Juneau 1 defy you to go over there at 9 am to get a space at the courthouse 1 he employees are using them" It was generally agreed that should the request of the Retail Div ision be granted June 22 that businessmen be admonished that neither they or their employes are to use the spaces for parking personal vehicles In other action the Council: laid over to the June 22 meeting action on assessments for 330 feet of sanitary sewer and 540 feet ol water main installation on Park Drive in Sunset Vue Subdivision The matter of charges was referred to the Board of Public Works for study and recommendation John Prunuske of Central Engineering Beaver Dam said that merely because the city owns the other half of the street is no reason why the developer should be assessed in full "It is saleable property" he said adding "What is fair for other dev elopers should be fair here" set June 22 at 7:30 pm for a public hearing on assessments for curb and gutter on Gray Street from Hubbard Street to inch Street following a report by City Engineer I awrenee Nightingale that it would cost about 1650 to have an survey made of the area bounded by Hubbard Gray inch and Rice Streets the Council tigreed to drop the matter Concensus of the aidermen was that it would cost the city abv'ut S200 to absorb the cost of curb ami gutter on the overrun of 20 feet Nightingale did not agree "These records will go on" he said "These mistakes always cost us money he law is set up to eliminate gross errors To me this is a gross Nightingale also noted that cost of the survey could be assessed to the property ovv nets referred to the inance ami Public Works Committees the request of St Malachy Cemetery Committee to blacktop the road into the cemetery as a Bicen tennial gift in
